Is there a limit on how many people I can refer?

Yes. You can earn up to 3 free months from referrals, and the screen counts them as "X of 3 free months". Anyone can still sign up on your link after that, but no further credit is earned, and the screen says the limit is reached. Each credit lands once the business you referred makes its first payment, not when they sign up.
