Use one of the ten recovery codes you saved when you turned two-step on; each one gets you in once, and two-step stays on so you can add your new phone in Settings. No codes either? Choose Lost your phone? and start email recovery: two-step turns off 72 hours later, and DeskOps emails you and notifies your devices the whole time, so if someone else started it you can sign in with your code and cancel it. After the 72 hours, sign in again and press Turn off two-step and continue.
